i wonder if this is part of a more elaborate plot? i mean maybe the plan is to keep dropping off random things and have us panic over and over again, so that we stop taking it seriously, then when our guard is down the real one goes off.

We have the choice to live in fear or not. Seems like we are choosing to live in fear. Why are we making it so easy to cause panic by leaving garbage around? Will we evacuate the cities when the "terrorists" have a nefarious plot to leave coolers of water at every street corner every day? The way we are going, that is doing more damage to our way of life than any bomb.
Matt and the likes, I live in NYC and am glad cops paid attention! What we should do is ticket those pigs throwing garbage were they stand. Might make the city a bit cleaner and nicer as well as safer.
