New York City issues emergency weather declaration to keep streets clear

New York City has issued a weather emergency declaration ahead of a winter storm expected to dump between 8 and 14 inches of snow in the region, according to a statement from emergency management spokesman Chris Gilbride.

The move restricts parking and allows authorities to remove vehicles that block roadways or impede snow plows, the statement said.
