What about the "born again health nuts" who have suddenly decided it was wise to clean up their act?
The ones who led a "risky life style" before, but had an epiphany one day, thinking "hey, maybe this isn't such a great idea"?
The crack-heads, the alkies, the junkies, and the like?
Do their insurance premiums go DOWN then?
    Slippery slope here.
