FBI: Ft. Bliss gunman is retired Army sergeant

A retired Army sergeant is responsible for shooting two convenience store employees, killing one, Monday on the Fort Bliss military base in Texas, the FBI said Tuesday.

The man, identified as 63 year old Steven Kropf, of El Paso, Texas, was shot and killed by law enforcement on the base.

"It is not known whether the shooter had any relationship with either of his victims.  The motive for the shooting is still under investigation.  It has been determined this was an isolated criminal incident and not terrorism related," the FBI said in a statement released Tuesday.

The two female victims were brought to Beaumont Army Medical Center, where one was pronounced dead at the scene. She was identified as Bettina Maria Goins, 44, of El Paso, Texas.  The identity of the surviving victim will not be released due to privacy concerns, the FBI said.

    It was obvious he was military or ex-military from the simple fact that base commanders wouldn't release any info until now. And they're only doing so now because news people have probably been researching it.

      A base commander would not would not have any information on a retired soldier unless he just ETS'ed from that base.

      This is not about being any particular religion. It is about a person who lost his grip on sanity. Sadly it is also about a lady whose family will now have a hole in it, and someone else who will hopefully live to remember this day with tears. Nobody wins, and a lot of loss. May I offer my sincere sympathy to the victims, families, and police & rescue for what they are going through.

      Please! don't be so ignorant, what Muhammed did was a terrorist act, this one is just another sad crime that happened inside a base, no more than that. The two convenience store employees were not military personnel. Can you see the difference?

      Yeah, PTSD, sure. This 63 year old just NOW started to have PTSD at least 3 YEARS (probably more like 20) after retiring. Stop trying to make the senario fit your template.

    He is a 65 year old retired SGT, so I am assuming he is not a veteran of OIF or OEF. He is probably someone suffering from some type of mental disorder. It happens, you can not make the world a perfect place. It is just sad when people do lose their lives.

    El Paso Mayor, John Cook, wants to Annex Fort Bliss so the city can get it sticky hands on sales tax revenue from all Retail Fort Bliss stores catering to our soldiers. He promised El Pasoans no new Taxes during his adminstration as part of his campaign agenda. But he's been railroading the very people that voted for him ever since he took office.

    Protect our soldiers from the very greed many city councils across the country get away with, Mayor Cook is not who he says he is!!!
