Man charged with murder after hitting cop with stolen snow plow

Ontario authorities have filed first-degree murder charges against a 44-year-old man accused of running down and killing a Toronto police officer with a snow plow on Wednesday.

Richard Esber Kachkar stole a truck equipped with a snow plow in downtown Toronto and then went on a two-hour rampage through city streets, police said.

Toronto police Sgt. Ryan Russell was struck by the truck driven by Kachkar and was pronounced dead after arriving at a local hospital, police said.

Police Chief Bill Blair said authorities were able to bring charges quickly because of information from the video camera in Russell’s cruiser and the cooperation of witnesses.

Kachkar also faces two counts of attempted murder related to the incident. He is recovering in a Toronto hospital from a gunshot wound suffered when police opened fire on the plow truck, according to CNN affiliate CTV.

    2007 Toronto Canada exceeded that record: there were 84 killings.

    42 of the murders were shootings, 22 were stabbings, and 14 were caused by trauma (blunt force). The cause of six murders was either unknown or unreleased as of January 2, 2008.

    I live in Toronto, I believe that the murderer has a mental illness and was living in a homeless shelter.
    Not condoning what he did, he will probably get life for this, but mental illness is real just as the Arizona shooter was totally off his rocker.

      There may have been a history of mental illness, but he has family and owns a small piece of commercial property in St. Catharines, where he was seen as recently as three days ago. The St. Catharines Standard has a write-up on what little of his background they were able to dig up.

    From here in Saint John NB, my deepest condolences to the officers family, Thank you so much for his service,doing a job that is dangerous beyond belief. Good to see the kind words from some of our friends to the south. As for the "trolls", go away losers... you won"t be missed,. Can"t imagine saying some of the stuff thats here.

    I'm sorry but did this officer have a brain? Why the hell would you stand in front of a plow with a crazy person driving it? It sucks he died but when you die of stupidity I don't feel bad.

      were you there to actually see the officer stand in front of the plow?? don't make assumptions because you know what happens when you assume, right!!! you don't know what happened anymore than anyone else because i'm sure the police officer would not purposely put himself in harms way. he was a family man with a 2 year old son whom i'm sure he planned to see when he got home that night, which obviously did not happen. quit passing judgement and show some compassion!!!

    Toronto doent even have the worst crime rate in Canada. Don't even compare it to the cities of the US. Regina, Saskatoon, Vancouver that's where you find your canadian crime
