Libyan foreign minister says he's resigned

Libyan Foreign Minister Moussa Koussa arrived in London Wednesday and told the government there that he has resigned, the United Kingdom Foreign Office said.

    His resignation will probably force Kadhafi's regime to quit knowing they won't be able to defect to another country. Kadhafi will follow by leaving Libya.
