Task force recommends $50,000 payment to N.C. sterilization victims

A task force has recommended that a one-time payment of $50,000 be given to each of the living victims of North Carolina's forced sterilization program, committee spokeswoman Jill Lucas told CNN.

North Carolina's eugenics program sterilized an estimated 7,600 people between 1929 and 1974, many of them against their will.

The Eugenics Compensation Task Force will make its recommendation to Gov. Bev Purdue who will include the recommendation in the budget she submits to the state legislature which will take this up in the spring, Lucas said.

The five-member task force – including a doctor, lawyer, historian, retired judge and retired journalist – met for 10 months and faced a February 1 deadline to send a recommendations to the governor.

preliminary report released in August suggested the state provide victims with mental health services and a tax-exempt payment of $20,000 to $50,000. The report also recommended funding for the continuation and expansion of the North Carolina Justice for Sterilization Victims Foundation, which operates the task force, as well as funding for a traveling exhibition to educate the public about the state’s defunct eugenics program.

There are few public details about who – if any – were targeted for sterilization and how they were coerced into it.

Nationally, many eugenics programs focused on criminals and mentally ill people, but in North Carolina, it extended to healthy women and children who were often poor and uneducated. Mothers were pushed or tricked into signing release forms for their young daughters to undergo the sterilization operation under threat of losing state-provided aid or custody.

Their stories and circumstances have only begun to emerge recently, sometimes in emotional public hearings, sometimes in phone calls to the victims foundation.

      Why didnt they do vascectiomies (sp)???? that is a much less invasive procedure.....but then that would be making a man do something he didnt want to do with his reproductive right....oh we cant have that

      if you read as I will assume you did, Mothers were pushed or tricked into signing release forms for their young daughters to undergo the sterilization operation under threat of losing state-provided aid or custody. No diploma needed for their children only a touch of knowledge, oh and fear of losing their free government money and/or food and/or housing.

    Eugenics is still active today, just hidden better. Amazing how that same concept of forced sterilization was used by the UK, Nazis, and the US.

    Soon it will only be the wealthy that will be able to have children, if the UN has their way.

If you believe in genetics, most of the government subsidized parents children would die but instead we support them an create more uneducated, less intelligent people... This is simple genetics and due to the way society is setup, we are in serious trouble...

      So, the UN says have kids you can't afford so someone else can pick up the tab...even Sally Strothers knew when to quit brushing the flies off kids in Africa. I can pay to have a wife and children...do I need to pay for some junkie to spit out kids so she can get paid for them? Instead of eugenics we should go the route of euthanasia...it shouldn't be the wealthy only just those who can financially care for their own kids.

      Normally 10 year old children may not enter into contracts, or sign release forms, etc.

      I think it's quite a stretch to take the position that sterilization is something parents should be able to sign away for 10 year old children.

      This started in early 1900's. Black people could not even reallly be educated in a regular school yet. So all you people fighting are not taking into consideration the time period. graham Bell was one of the followers of the time. 1883 was almost the beginning and Hitler used this as a tool to his advantage at the same time US of A was thinking the same. Look it up. Eugenics in the states.
      Thats the facts. Maybe the US isn't so great. They wanted to do imbeciles, insane and prisoners. Thank goodness for the smarts of some people of the United states.

    wow, i can tell by what i read (the article and comments) that you are all white. i am 48 year old three generation middle and up middle class black american (i have no need to hide what i am) and as i look at the comments i am very much in favor of taking all the poor of the smoky mountians, north mid-west, and the far north east of the United States and removing from both the females and males their ability to reproduce. i dont want them living off my dime anymore.

      Unfortunately, most of the world would argue that the best way to deal with this is to take the continent of Africa and all the ghettos in America and sterilize them. The blacks make up 6% of our population but take 36% of the welfare payments. Further, I don't believe that you are upper middle class because you can barely write a sentence.

    This happened to my aunt when she was in an orphanage and her mother was sick with cancer and her father was a drunk. She and my uncle had to adopt because her right of a mother was stolen from her. The same thing would have happened to my mother if she had been a little older!!! and I wouldn't be writing this right now.....Me and my wife made $160 k last year and paid all of our taxes and then some....that has nothing to do with what is right and wrong!!! Please get your heads out of the sand.....How many great Ameircans were born to poor parents...??? This could have been your mother..........end of story........

      I totally agree. No matter how you look at it, it was an infraction on their rights. I'm sure your Aunt would have loved to have her own child. If I have to look at a bright side to her story, it's that she got to give a deserving child a home.
